The Bangladesh Public Service Commission (PSC) has canceled the candidacy of 19 officers from the Public Health Engineering cadre for the upcoming BCS Senior Scale Promotion Examination, scheduled to be held in February 2025. The decision was announced in an official notification signed by Controller of Examinations Masuma Afrin.

According to the notification, the decision was made in compliance with a court order issued in relation to Writ Petition No. 9722/2025. The roll numbers of the disqualified candidates are: 90900002, 10900003, 10900004, 10900005, 10100006, 10900007, 90900008, 10100001, 10900011, 10900012, 10900013, 10900014, 10900015, 10900016, 10900017, 90900018, 10900019, and 10900020.

The move has stirred debate regarding the consistency and transparency of PSC’s decision-making. In November 2024, these same 19 officers had been declared ineligible for the examination and barred by the commission. However, just months later, they were unexpectedly permitted to apply for the 2025 promotion test—despite objections raised by PSC’s own legal advisor, who had warned that the approval violated existing rules.

Following legal intervention and a subsequent High Court ruling, the commission reversed its earlier stance and canceled the candidates’ eligibility once again.

The contradictory decisions, apparent regulatory lapses, and internal disagreements have drawn sharp criticism from various quarters, raising questions about procedural integrity and the need for stronger legal and administrative oversight in promotion protocols within the civil service system.
