QR Code FuelPass App Pilots Digital Distribution and Real-Time Monitoring in Dhaka

To ensure discipline and transparency in fuel distribution, the Energy and Mineral Resources Division (EMRD) has launched a mobile app-based system titled ‘Fuel Pass’. Initially, the service has been introduced at two filling stations in the capital. The pilot initiative includes a QR code-based fuel collection system.

According to the Energy Division, each user in the digital system will be assigned a QR code. At filling stations, users can collect fuel as per their allocated quota simply by scanning the code.

At the same time, filling station owners will digitally record fuel allocations through the system. Drivers will be able to scan their QR codes to receive fuel and view their individual allocations. A centralized system will allow real-time monitoring of the country’s overall fuel supply situation.

Users without smartphones can register via the website fuelpass.gov.bd, download their QR code, and use a printed copy. The system will be integrated with the central database of the Bangladesh Road Transport Authority (BRTA).

Registration Process

To register, drivers must first complete registration on the Fuel Pass website or install the Fuel Pass app from the Google Play Store. এরপর they need to verify their phone number, provide their motorcycle registration number and other required information, and complete the process by setting a password. Required documents include a National ID card, vehicle blue-book or smart card, driving license, an active phone number, and a passport-size photograph.

Officials believe that the newly introduced system will simplify vehicle-based verification and ensure transparency in fuel distribution.

According to a press release sent on 9 April, Thursday by the Information and Public Relations Division of the Ministry of Power, Energy and Mineral Resources, the Bangladesh Petroleum Corporation (BPC), under EMRD, has piloted the QR code-based ‘Fuel Pass’ app to modernize the national fuel supply system and bring discipline to filling stations.

The system is currently being tested at Trust Filling Station in Tejgaon, Dhaka, and Sonar Bangla Fuel Station in Asadgate, Dhaka. If the pilot proves successful, it will be gradually expanded nationwide for all types of vehicles.

Initially, the app is being piloted for motorcycle owners and drivers at these two stations. Upon successful implementation, it will be extended across the country.

The press release also noted that the existing manual fuel distribution process has led to delays and inefficiencies. Despite adequate fuel supply, long queues persist at filling stations. In some cases, individuals repeatedly queue to collect excess fuel, creating an artificial shortage.

To address these challenges, the proposed digital system will bring the entire distribution process under full automation and real-time monitoring. Integration with the BRTA central database will enable transparent oversight. Even users without smartphones will be able to register online and print their QR codes in various formats.
