Procurement Push Pays Off as Tender Competition Triples Under PPR 2025
The average number of bidders per tender has risen sharply to 8.5 by the end of December 2025 following the enforcement of the new Public Procurement Rules 2025 (PPR 2025), compared to just 2.7 before the rules came into effect on September 28, 2025.
The surge reflects the mandatory use of the electronic Government Procurement (e-GP) system in public procurement, which has also led to a doubling in the number of registered users on the e-GP platform.
The growth figures were presented at the third meeting of the Board of Directors of the Bangladesh Public Procurement Authority (BPPA) by its Chief Executive Officer (CEO) and Member-Secretary of the Board, S. M. Moin Uddin Ahmed.
The meeting, held on Sunday, January 4, at the BPPA conference room, was chaired by Planning Adviser and BPPA Board Chairperson Professor Wahiduddin Mahmud. Expressing satisfaction over the positive progress, the Planning Adviser instructed BPPA to effectively disseminate information on these achievements among relevant stakeholders.
He noted that the series of consistent and forward-looking reform initiatives undertaken during the tenure of the current interim government are expected to yield positive outcomes for both government institutions and the general public.
Referring to reforms in the public procurement sector, the Planning Adviser described the Public Procurement (Amendment) Ordinance 2025 and the Public Procurement Rules 2025 as landmark steps toward strengthening the country’s public procurement system.
Following the meeting, the Planning Adviser formally inaugurated the redesigned government procurement mobile application, titled Public Procurement Mirror (Sarkari Kray Darpan). At the launch event, he said the initiative reflects the interim government’s strong commitment to ensuring transparency, accountability, and efficiency in public procurement. The app is currently available for download on both Android and iOS platforms.
It may be noted that the app has been fully redesigned and rebranded in line with the amended Public Procurement Act 2006 and the new Public Procurement Rules 2025. The updated version includes revised Standard Tender Documents (STDs) in accordance with PPR 2025, offline tender notices, contract award information, key procurement notices, e-GP notifications, news and updates, direct links to the e-GP website, and in-app access to the e-GP helpdesk, along with several other user-friendly features.
