Broadband Burden in Bogura: Tax Troubles Intensify

Beyond annual renewal fees, license fees, bank guarantees, and contributions to the social responsibility fund, broadband internet operators in Bangladesh are also required to pay income tax on annual revenue and a 5 percent VAT on connection fees as set by the government.
Despite these financial obligations, an additional burden—described by many as “adding insult to injury”—has emerged. During the tenure of the ousted Awami League government in 2023, a decision was imposed requiring operators in Bogura, the birthplace of BNP founder and martyred President Ziaur Rahman, to pay a 10 percent municipal tax annually in order to continue their business. On August 27 (Wednesday), Bogura Municipal Executive Officer Md. Shahjahan Alam formally notified the Bangladesh Telecommunication Regulatory Commission (BTRC) of the requirement. Copies of the letter were also forwarded to ISPAB and license inspectors.
Local internet operators have voiced frustration and concern over the issue.
ISPAB Bogura General Secretary Jewel Mahmud stated, “The fascist government’s municipal mayor and councilors forcefully imposed this 10 percent tax. However, attempts are now being made to implement it under the interim government as well.”
ISPAB President Shariful Alam added, “Because of this complication regarding municipal taxes, we are also facing difficulties in carrying out banking transactions and filing income tax returns. For the same reason, we are unable to renew our trade licenses at present.”
Amid these concerns, the regulatory authority is considering escalation of the issue. SM Golam Sarwar, Deputy Director of Engineering and Operations at BTRC, confirmed, “A letter will be sent to the Ministry of Local Government regarding this matter.”
