Power, Policy, and PayPal: BACCO Leader Outlines BPO Blueprint for New Government
Industry leaders have called on the incoming government to ensure uninterrupted internet and electricity services, along with long-term policy stability, to help Bangladesh remain competitive in the global outsourcing market.
Mohammad Tanzirul Basar, Vice President of the Bangladesh Association of Contact Center and Outsourcing (BACCO), shared these expectations in response to questions from DBTech ahead of the new government’s swearing-in ceremony.
Asked about the key challenges facing Bangladesh’s Business Process Outsourcing (BPO), freelancing, and telecom sectors under the new administration, Basar said the foremost concerns include sustaining global competitiveness, increasing foreign exchange earnings, developing skilled human resources, ensuring uninterrupted internet and power infrastructure, and maintaining policy continuity.
He noted that while the outsourcing sector is expanding rapidly, many companies are struggling to compete internationally due to insufficient incentives and infrastructural support.
Addressing what steps the new government should take to tackle these challenges, the Managing Director of My Outsourcing Limited proposed increasing the existing 6 percent cash incentive to 10 percent. According to him, such a move would significantly boost export earnings and encourage fresh investment in the sector.
He also stressed the urgency of completing the proposed “BPO Village” with modern infrastructure, uninterrupted electricity, and high-speed internet facilities. Providing outsourcing firms with special infrastructural benefits—such as affordable office space, technology support, and tax incentives—would further strengthen the industry, he added.
On what the new government should prioritize immediately upon taking office to elevate the outsourcing sector to new heights, Basar suggested extending income tax and VAT exemptions for the outsourcing industry until 2031. Such a declaration, he said, would enable investors to formulate long-term business plans with greater confidence.
At the same time, he underscored the importance of facilitating foreign income transactions for freelancers by introducing PayPal services in Bangladesh. Launching PayPal in the country would provide a secure and convenient payment gateway for hundreds of thousands of freelancers and play a major role in boosting foreign currency earnings.
Discussions with the BACCO leader indicate that through coordinated policies, targeted incentives, and robust infrastructural support, Bangladesh’s science, technology, and telecom sectors have the potential to become one of the country’s primary economic drivers. Business leaders are therefore calling for stronger public-private partnerships to unlock the full potential of the industry.
