BTRC Brings Handset Registration Under Strict NEIR Rules
The Bangladesh Telecommunication Regulatory Commission (BTRC) has brought every mobile handset in the country under a mandatory registration system, similar to SIM card registration. Under the new framework, SIM cards can no longer be used freely on any handset at will.
However, all mobile phones that were already in use on the country’s telecom networks up to December 31 have been automatically registered by the regulator. This auto-registration has been completed against users’ National Identity Cards (NIDs). Some initial confusion arose regarding the number of SIM cards and handsets registered under a single individual’s name, but officials say the issue will be resolved soon.
From now on, only SIM cards registered in a person’s name can be used on handsets registered under that same individual. If a user wishes to sell, transfer, or allow another person to use a handset with a different SIM, the handset must first be “de-registered.”
How to Check Handset Registration Status
Step 1: Dial *16161# from the mobile handset.
Step 2: When prompted, enter the 15-digit IMEI number of the handset and submit.
Step 3: A return message will inform the user of the handset’s current registration status.
Note: This service can also be accessed through the Citizen Portal at neir.btrc.gov.bd or with assistance from nearby customer care centers of mobile operators.
What to Do When Buying a New Handset
BTRC has advised customers to verify the legality of a handset before purchasing it from physical shops, online stores, or e-commerce platforms. Buyers are also urged to preserve the purchase receipt.
If the handset is legitimate, it will be automatically registered in the NEIR system.
How to Verify Handset Legality via SMS
Step 1: Open the messaging option and type:KYD <15-digit IMEI number> (e.g., KYD 123456789012345)
Step 2: Send the message to 16002.
Step 3: A reply message will confirm whether the handset is legal.
Handsets Bought from Abroad or Received as Gifts
Handsets legally purchased or received as gifts from abroad will initially remain active on the network. BTRC will then request users via SMS to submit required information online within 30 days. After verification, only legitimate handsets will remain connected to the network.
Registration Steps for Such Handsets:
Step 1: Visit neir.btrc.gov.bd and create a personal account.
Step 2: Go to the “Special Registration” section and enter the handset’s IMEI number.
Step 3: Upload photos or scanned copies of required documents (passport visa/immigration pages, purchase receipt, etc.) and submit.
Step 4: If found legitimate, the handset will be automatically registered. If not, the user will be notified via SMS and the handset will be disconnected from the network.
