Land Service Gateway: Government Integrates Digital Services for Public Ease

In a major step towards reducing citizen hardship, the government of Bangladesh has launched an initiative to unify fragmented digital land services under a single, modern platform named the “Land Service Gateway.” Rather than providing separate software systems for each service, the new integrated approach connects four key services—LD Tax, e-Mutation, e-Porcha, and e-Khatian—into one cohesive digital ecosystem.

Following an urgent directive from Chief Adviser Professor Muhammad Yunus, efforts to digitize land management are accelerating. As part of this transformation, a pilot version of an upgraded and user-friendly e-Mutation software has already been launched in 19 land circles across Dhaka. The initiative is being spearheaded by the Information and Communication Technology Division.

According to the Chief Adviser’s Office, the following services are now available online for public use:

  • LD Tax (nationwide)

  • e-Mutation (pilot phase in 19 land circles of Dhaka)

  • e-Porcha (nationwide)

  • e-Khatian and Mouza Map (nationwide)

The LD Tax service has already collected over BDT 2 billion in land revenue, officials confirmed on Sunday. The e-Mutation process, however, remains complex due to its connection with judicial procedures and the involvement of multiple agencies. Experts believe that further piloting is needed to streamline the procedural framework and enhance the digital documentation system.

To address these complexities, the Chief Adviser himself, along with Senior Secretary of the Ministry of Land A.S.M. Saleh Ahmed and Special Assistant to the Chief Adviser (ICT Ministry) Faiz Ahmad Taiyeb, are jointly working to ensure a successful transformation of land services.

According to the Chief Adviser’s Press Wing, the next phase of the land digitization initiative will focus on training private entrepreneurs and Union Digital Centre (UDC) operators. This will allow for broader access to digital land services at the union and ward levels.

Currently, over 70% of court cases and criminal disputes in Bangladesh are related to land ownership, occupation, dispossession, acquisition, and transfer. In light of this, the government is committed to making land services more accessible and user-friendly through integrated digital platforms.

As part of the Land Service Gateway, citizens will no longer need to register separately for each service. Once fully deployed across all land circles, this single-window platform is expected to drastically enhance the convenience and efficiency of land-related services nationwide.
