ISP Operators Rally at BTRC Building Over Licensing Concerns

Once again, local thana-level ISP operators have gathered at the BTRC headquarters in Agargaon, demanding that their independent status be preserved under the new licensing policy. On Tuesday at 10:00 AM, the operators assembled on the ground floor of the Bangladesh Telecommunication Regulatory Commission (BTRC) building, staging a sit-in demonstration.

By 11:15 AM, more than 300 licensed internet service providers (ISPs) from different police stations across the country had taken position outside the BTRC headquarters. Speaking to them, it was learned that they had gathered to seek updates regarding a memorandum submitted to BTRC Chairman Emdadul Bari on February 27. Some applicants had reportedly received calls from BTRC officials on Monday, fueling expectations of a positive response.

However, when the operators sought a meeting with the BTRC Chairman, they were informed that he was currently in Spain attending the Mobile World Congress. Despite this, they remain hopeful of receiving an update from a commissioner or director-general (DG) level official.

Anwar Ahmed Mithu of Wide Communications stated, "We want to provide internet services while staying within the licensing framework. After submitting our memorandum on February 27, BTRC contacted us yesterday, collecting our phone numbers and company details. I believe we may receive a briefing today. That is why we are waiting here. However, many have come on their own initiative out of concern. If this certification or enlistment process proceeds, the number of service providers will increase tenfold, leading to business and social disorder."

The operators emphasized that no policy should be introduced without considering the views of local entrepreneurs. They urged authorities to ensure their participation in discussions and to recognize their role in making affordable internet services available across rural areas in the national interest.

Anwar Ahmed of Digital Communications highlighted concerns over tax revenue loss, stating, "Under this certification process, the government will not receive any VAT or tax revenue. If proper licensing is maintained, VAT and tax collection will be easier, and service quality will also improve."

Saeed I Azam Shaon, owner of Gazipur ISP, underscored the livelihood impact, saying, "There are 1,800 licensed thana-level ISPs across the country. Their families, amounting to around one million people, depend on this industry. These ISPs must retain their licensing status."

Previously, in a memorandum submitted to the BTRC Chairman, broadband internet service providers expressed strong objections to the proposed licensing changes, stating, "This industry provides employment to over one million people and significantly contributes to GDP. Yet, for the benefit of an unknown group, a blueprint has been drawn to destroy this 100% domestic industry, which has been built through years of sacrifice and dedication. A new policy is being imposed, bypassing the majority stakeholders in this industry, threatening its very existence. We strongly condemn and oppose this move."
