Targhibul Islam Named Submarine Cables MD

The Posts and Telecommunications Division has issued an order appointing and transferring 20 officials to senior positions across key telecommunications organisations. Under the order, Targhibul Islam, Director (Engineering) of the Directorate of Telecommunications, has been appointed Managing Director of Bangladesh Submarine Cables PLC on deputation, while Md Shahidul Islam, General Manager (Engineering) of the Directorate of Telecommunications, has been released from deputation and appointed Managing Director of Bangladesh Cable Shilpa Limited in Khulna.

Tuesday’s ( September 29, 2026) notification distributed responsibilities among senior officials across several telecommunications organisations. The order takes effect immediately.

According to the notification, Targhibul Islam will serve as Managing Director of Bangladesh Submarine Cables PLC on deputation. Md Sazzad Bin Muktadir Rahman, General Manager (Operations and Maintenance) of the same company, has been assigned the position of General Manager (Administration and Finance) along with the additional charge of Managing Director. He previously served as Deputy Managing Director (Maintenance and Operations) of BTCL. With Targhibul Islam assuming the MD position, Sazzad Bin Muktadir Rahman’s additional charge as MD will end.

Meanwhile, Md Shahidul Islam, who had been serving on deputation at Bangladesh Cable Shilpa Limited in Khulna for nearly two years, has been released from deputation and appointed Managing Director of the company.

In another appointment, BTCL General Manager Saeed Mahmud has been appointed Director General of his parent organisation.

Other officials posted under the notification include A. K. M. Golam Baharul as Deputy Managing Director (System Operation) of BTCL; Md Anwar Hossain as General Manager (System Operation) of Teletalk Bangladesh Limited; Dr Md Anwar Hossain Masud as Deputy Managing Director (Planning and Development) of BTCL, with additional charge as Project Director of the IP Project; and Mirza Kamal Ahmed as Deputy Managing Director (M&O) of BTCL, with additional charge as CGM, North.

Manzur-ul-Salam has been appointed CGM (Marketing and Sales) of BTCL, while Md Shafiqul Rahman has been appointed Project Director of the Rooppur External Telecommunication Network Installation Project, with additional charge as Deputy Managing Director (Finance) of BTCL.

Samit Chakma has been posted as GM-1, Chattogram Telecommunications Region, with additional charge as CGM, Chattogram. Md Shahinur Rahman (Identification No. 2211) has been posted as GM-1, Sher-e-Bangla Nagar, Dhaka; Md Zillur Rahman Chowdhury as Company Secretary of BTCL; Md Abdul Malek as GM (Human Resources-2); Syed Abdul Aziz as GM (External Relations), Dhaka; and Taufiqul Islam as GM (Overseas), Dhaka.

Md Golam Sarwar has been appointed General Manager (Administration and Procurement) of Bangladesh Satellite Company Limited. Ali Shah Mohammad Kamrul Hasan has been posted as GM-2, DTR South, Ramna, of BTCL; Md Shahinur Rahman (Identification No. 2237) as GM (M&O) of BTCL; and Mohammad Masud Rana as GM-1 (Transmission East) of BTCL.

The notification states that officials assigned additional responsibilities will receive duty allowances in accordance with the applicable rules. The order is effective immediately.
