Moniruzzaman Returns as BTRC DG

Brigadier General Mohammad Moniruzzaman has returned as Director General of the Bangladesh Telecommunication Regulatory Commission (BTRC), having previously played a key role in spectrum management, mobile internet quality improvement and implementation of the National Equipment Identity Register (NEIR). He has been reappointed to the position on deputation from the Bangladesh Army after a gap of nearly six months.

On 12 August, Wednesday, the Ministry of Public Administration issued an order transferring him from the Bangladesh Army to BTRC on deputation as Director General. This marks his second appointment to the position.

During his previous tenure as Director General of BTRC’s Spectrum Division, Mohammad Moniruzzaman played an important role in improving mobile internet speed and quality, ensuring efficient use of existing spectrum and advancing various processes related to the introduction of the NEIR system. His work as head of the Spectrum Division was reflected in various reports on the commission’s activities.

He served at BTRC during his first tenure from 2021/2022 until the latter part of 2024. On November 19, 2024, he was withdrawn from BTRC and returned to the Bangladesh Army.

Brigadier General Md Aminul Haque subsequently served as BTRC Director General from January 1 to July 28 this year.

Mohammad Moniruzzaman known as Jewel has now been brought back at BTRC. During his new tenure, spectrum management, network quality improvement and NEIR-related activities are expected to receive particular attention in the telecommunications sector.

While serving at BTRC, Mohammad Moniruzzaman worked on setting targets for mobile operators’ spectrum utilisation and network rollout. At a public hearing, he said operators had been given specific targets for timely spectrum rollout, adding that successful implementation would improve mobile network quality.

He had also said at the time that improving the quality of 4G networks would be given priority.

In a separate notification issued by the Ministry of Public Administration on the same day, Muhammad Shahadat Hossain, Additional Secretary of the Ministry of Religious Affairs, was appointed as the Director General of the Directorate of Madrasah Education; his services have been placed under the Technical and Madrasah Education Division for this purpose.

Meanwhile, Brigadier General Mohammad Jahangir Hossain has been appointed on deputation as the Chief Engineer of the Health Engineering Department; his services have been placed under the Health Services Division for this posting.
