Hello DC Brings Land Services
- Expatriates can now seek remedies for land disputes through Hello DC
- Applications will undergo document verification and legal hearings

Dhaka district administration has expanded its technology-driven public service system to allow expatriates to seek remedies for land-related problems and other civic issues from abroad. Through the ‘Hello DC’ app, expatriates can submit complaints and applications remotely, while the district administration contacts applicants and provides guidance on the appropriate steps.
,On 12 August, Wednesday, the Dhaka District Commissioner’s Office confirmed the information in a notice.
Expatriate Nazmul Hossain has been living in England for nearly 19 years. He said he purchased two and a half kathas of land in Manikdia, Cantonment, in the Gulshan-Joar Sahara area of the capital in 2018. According to him, several neighboring people occupied the land because he could not return to Bangladesh after purchasing it.
Hossain said, “As I was not in the country, neighboring people occupied my land. Later, when my relatives went there, they were also threatened. As a result, I could not take possession of the land. I wanted to know how I could resolve the matter after coming back to the country. Then I learned that I could apply through the Hello DC app.”
He subsequently downloaded the Hello DC app and submitted an application. After receiving the application, the district administration contacted him and provided necessary guidance on resolving the issue.
The Dhaka district administration informed him that applications concerning land disputes must be submitted to the District Commissioner’s Office under the ‘Land Crime Prevention and Remedy Act, 2023’.
The district administration said the necessary documents would be examined after an application is submitted under the law. A hearing would then be conducted in accordance with the law, followed by steps to resolve the matter.
Nazmul Hossain said, “Being able to contact the district administration from abroad, explain my problem and learn how to seek a remedy has been very helpful for me.”
The initiative is enabling expatriate Bangladeshis to contact the district administration more easily regarding land, property, government services and various civic problems. As a result, the Hello DC app is emerging as an effective digital channel for expatriates to access services while living abroad.
District Commissioner MIS Farida Khanam said, “Expatriates are an important part of our country. As they live abroad for long periods, they often cannot directly contact the relevant offices regarding their land or other civic services. Considering this, we are working to make the Hello DC service more people-friendly and accessible. Our goal is to ensure that an expatriate can inform us about a problem from abroad and learn the appropriate way to seek a remedy.”
