Postal Ballot Privacy Preserved: Bangladesh Post’s Smart, Secure Shift

The confidentiality of postal ballots will remain fully protected under the three-envelope system, said Faiz Ahmad Taiyeb, Special Assistant to the Adviser on Posts, Telecommunications, and ICT to the Chief Adviser. He also announced that a pilot project for geo-fencing and clustered numbering in rural areas is being undertaken to streamline postal addresses.

According to the Special Assistant, as part of the postal sector’s smart journey, around 80 percent of all internally issued letters and documents during the last fiscal year were processed and sorted using the Domestic Mail Monitoring Software (DMS). Nearly 50 percent of deliverable postal articles were distributed through the same software. “Steps are underway to bring 100 percent of mail issuance and delivery under the DMS, transforming the postal department into a digital and logistics hub,” said Taiyeb.

He made these remarks on Wednesday, October 8, at a press conference held at the Dak Bhaban in Dhaka.

In response to questions from journalists, Taiyeb said, “In the case of postal ballots, the three-envelope system has been adopted—one envelope goes to the Ministry of Foreign Affairs, another to the Election Commission, and one remains with the voter. This ensures there is no security risk.” He added that this system will enable approximately 13 million eligible expatriate voters to participate directly in the voting process.

Taiyeb further informed that a pilot project is being implemented for geo-fencing of citizens’ addresses through public-private partnerships, alongside initiatives to enhance data privacy. “Through the Central Logistic Tracking Platform, fraudulent activities in e-commerce will be curbed. The project will be launched next month,” he said. He added that Artificial Intelligence and automation will be integrated to improve the speed and quality of postal services, while ensuring broader digital financial inclusion.

The press conference was organized to mark World Post Day, attended by Posts and Telecommunications Secretary Abdun Naser, ICT Secretary Shish Hayder Chowdhury, and Director General of the Bangladesh Post Office S. M. Shahabuddin.

To promote inclusive digital postal services for citizens beyond internet access, this year’s World Post Day will be celebrated with seminars, rallies, and discussions. The celebration will also feature the release of commemorative stamps, souvenir publications, and honors for outstanding postal employees. Additionally, mobile operators will send SMS messages to all subscribers highlighting the day’s theme, while TV channels will air features on its significance. A philately fair, art and quiz competitions, and a three-day stamp exhibition (from October 9 to 11, 2025) will showcase the glorious journey of Bangladesh Post.
