The government has officially permitted the Bangladesh Telecommunication Regulatory Commission (BTRC) to deliver comprehensive telecommunication services through its spectrum monitoring stations, expanding operations beyond routine frequency monitoring. The directive was issued in a circular by the Posts and Telecommunications Division under the Ministry of Posts, Telecommunications and Information Technology.

Sources within BTRC confirmed receiving the circular on August 24. According to these sources, BTRC has expanded its scope of work and made comprehensive preparations to ensure fast and sustainable telecom services. The increased service scope creates opportunities for BTRC to deploy more personnel at the field level.

According to the official circular signed on Wednesday, 19 August 2026 by Senior Assistant Secretary Mohammad Shahidullah, BTRC's six monitoring stations are now authorized to carry out four specific service operations utilizing existing manpower and budget, with no additional financial expenditure. Under this policy, alongside the Spectrum Division, functions belonging to the Systems and Services (SS) Division, Engineering and Operations (E&O) Division, and other related departments can now be mobilized at the field level.

The authorized operational scope includes providing a centralized 'One Stop Service' for all BTRC information and services, receiving general documents, conducting field-level data discovery for monitoring and Quality of Service (QoS), and offering technical guidance to facilitate operations for small and new telecom entrepreneurs.

The circular further instructed BTRC to deploy digital mechanisms so users can access one-stop services, document submission, and operational information online from home, ensuring systematic quality improvement in telecommunication management.

The Bangladesh Telecommunication Regulatory Commission (BTRC) Spectrum Monitoring Stations are specialized centers for accurately monitoring and managing radio frequencies. To prevent illegal frequency use nationwide, verify mobile network quality, and ensure proper utilization of spectrum resources, there are six permanent stations located in Dhaka, Chittagong, Sylhet, Khulna, Rangpur, and Bogura. Previously, these stations were limited to tasks such as identifying interference between network frequencies, monitoring proper spectrum usage by various operators, and detecting unauthorized radio frequency usage.

However, the issuance of the circular has broadened the scope of these activities. Relevant sources indicate that this expanded scope will increase opportunities for transfers and postings within BTRC. The source also stated that while service recipients in remote areas currently have to submit documents to the main office in Dhaka, the new regulations will allow access to newly added services directly from divisional offices.
