NDM Proposes Five Measures Including ‘Budget Delivery Dashboard’ to Strengthen Budget Accountability

The National Democratic Movement (NDM) has proposed five key measures, including the launch of an open digital “Budget Delivery Dashboard,” aimed at making the national budget more effective, transparent and results-driven.

The recommendations were presented during a discussion on the proposed FY2026–27 national budget held at the Dhaka Reporters Unity on Friday (June 26).

According to NDM, the proposed dashboard would allow citizens to monitor key implementation indicators, including incentive disbursement, industrial reopening, job creation, loans provided to women and youth entrepreneurs, progress of development projects and instances of budget or timeline overruns.

NDM Executive Member Md. Shafayet Hasan said a budget becomes truly accountable when citizens can visibly track its implementation and outcomes.

The organization also proposed forming an Industrial Revival Taskforce, ensuring governance in stimulus packages, establishing a Creative Economy Implementation Unit and linking public expenditure with measurable employment outcomes.

Hasan suggested that representatives from the finance, planning and industries ministries, Bangladesh Bank, commercial banks, business associations and labor groups be brought together under a coordinated mechanism to revive viable but inactive industries.

Speakers at the event emphasized stronger oversight and transparent management of incentive packages to prevent political influence and misuse of public funds.

Participants observed that the effectiveness of a national budget ultimately depends not on allocations alone but on governance, implementation quality, productivity, innovation and institutional accountability.

While describing the proposed budget as broadly positive, discussants stressed that successful implementation would require stronger coordination, ethics and good governance.
