NTRCA Launches New E-Registration for MPO Institutions, Warns of Legal Action for Non-Compliance
The Non-Government Teachers’ Registration and Certification Authority (NTRCA) has suspended the opportunity for educational institutions to submit teacher vacancy demands to the authority without completing e-registration. In this context, a new e-registration process for MPO-enlisted educational institutions is set to begin on 9 February. Meanwhile, the 19th Teachers’ Registration e-application process will continue until 22 February.
Within this stipulated timeframe, NTRCA will collect online data related to vacant teacher posts from MPO-enlisted educational institutions, including schools, colleges, madrasas, and technical institutions. Detailed instructions regarding this process are available on the NTRCA website under the ‘e-Registration’ service box, within the e-Registration Guidelines menu.
NTRCA warned that failure to complete this process will result in cancellation of MPO status of both the institution and the institution head, along with other legal measures. The authority issued this warning in a notification on Saturday, 7 February, stating that under the NTRCA Act 2005 and relevant circulars, e-registration and e-requisition are mandatory for MPO-enlisted vacant posts. Non-compliance will invite punitive actions in accordance with the law, including cancellation of MPO benefits.
In light of this situation, institution heads and Upazila Secondary Education Officers have been instructed to strictly follow the guidelines and complete the e-registration process within the stipulated timeframe.
According to the guidelines, the Non-Government Teachers’ Registration and Certification Authority recommends teacher appointments to specific institutions based on merit and candidates’ preferences against declared vacant posts. To fill vacancies, concerned non-government educational institutions must mandatorily submit their demand (e-requisition) through NTRCA’s online platform. NTRCA does not accept any vacancy demands offline, in hard copy, or via email. Only e-requisitions submitted through the designated online platform are considered valid.
Furthermore, e-registration is a prerequisite for both submitting e-requisitions and participating in the teacher recruitment process. Without e-registration, no institution can submit an e-requisition, nor will it be considered for teacher appointment recommendations by NTRCA. All concerned institutions must complete or update their e-registration within the stipulated dates before the publication of recruitment recommendation notices.
Eligibility for e-Registration
For e-registration, the concerned educational institution must:
-
Hold a valid EIIN number,
-
Have academic recognition,
-
Possess official permission to conduct teaching, and
-
Be MPO-enlisted.
New e-Registration
This category applies to institutions that are completely new and intend to complete e-registration for the first time.
In such cases, the institution head must contact the respective Upazila Secondary Education Officer (USEO) to initiate e-registration. The USEO will first thoroughly verify institutional details, including the EIIN number, academic recognition, teaching permission, MPO status, and other relevant information.
Once all information is verified and found accurate, the education officer will log in to the NTRCA website (www.ntrca.gov.bd) or directly to the Teletalk link (ngi.teletalk.com.bd) using their official user ID and password to access the e-registration platform. It is worth noting that all District Education Officers (DEOs) and Upazila Secondary Education Officers (USEOs) have already received their user IDs and passwords via SMS on their registered mobile numbers.
After logging in, the USEO must first update their own profile by clicking on the Edit Profile option on the homepage and filling in all required information. Profile updating is mandatory for every Upazila Secondary Education Officer.
Next, by clicking on the Institute Info option, the USEO will be able to view the Institute List of all institutions under their jurisdiction. By clicking the Add More Institute button at the top right of the page, the Add Institute page will open. Upon correctly entering the institution’s EIIN, institute name, and the institution head’s mobile number, and clicking Save, Teletalk will automatically send the user ID and password to the institution head via SMS within 24 hours.
