Joint Degrees and Research Planned
BOU, NIB Sign MoU to Advance Biotechnology Research
- BOU and NIB plan joint diploma, MSc, MPhil and PhD programmes in biotechnology
- Collaboration will cover genomics, bioinformatics and molecular biology research
- The partnership aims to develop technologies for agriculture, pharmaceuticals and the national economy
Bangladesh Open University (BOU) and the National Institute of Biotechnology (NIB), under the Ministry of Science and Technology, have signed a Memorandum of Understanding (MoU) to expand higher education, practical research and technological innovation in biotechnology. Under the agreement, the institutions will jointly offer diploma, MSc, MPhil and PhD programmes, promote collaborative research and facilitate shared access to modern laboratory facilities. The partnership is expected to create opportunities for practical applications of biotechnology in agriculture, pharmaceuticals, fisheries and the national economy.
The MoU signing ceremony was held on Tuesday, October 13, in the conference room of the Ministry of Science and Technology in Dhaka.
Speaking as the chief guest, Ministry Secretary Md. Anwar Hossain described the agreement as the beginning of a new era in science and research in Bangladesh.
He said NIB is a national research institution of international standard. Its modern laboratories and infrastructure would provide teachers and students of BOU, particularly MSc and PhD researchers from the School of Agriculture, with unique opportunities to conduct world-class research.
The secretary stressed that science should not remain confined to theoretical studies or publications in academic journals. Instead, biotechnology should be applied practically to develop new medicines, biofertilizers and climate-resilient crops, while delivering tangible improvements to the fisheries sector. These applications, he said, could help improve people's quality of life.
Addressing NIB's experts and scientists, he urged them to maintain research as their primary focus alongside their teaching responsibilities, ensuring that the institute's core research activities are not disrupted.
He noted that involving meritorious third- and fourth-year BOU students in research could provide valuable human resources to NIB and potentially produce positive results within the next two to three years.
Referring to provisions for joint degree programmes and the use of both institutions' logos on certificates, the secretary said these arrangements created shared responsibilities. He called on both institutions to demonstrate their capabilities through quality work and clearly defined outcomes.
Reaffirming the Ministry's commitment to supporting research and innovation, he said it would extend assistance to BOU teachers and students in their research activities now that the university had become part of the collaborative initiative.
He also announced that the government was establishing a National Innovation Hub, in which BOU and NIB could jointly play an important role.
Expressing optimism about the partnership, the secretary said the institutions could draw on NIB's internationally standard laboratory facilities and research capabilities to develop new innovations, technologies and processes in biotechnology. Such work, he said, could make significant contributions to Bangladesh's agriculture, pharmaceutical industry and national economy.
BOU Vice-Chancellor Professor Dr. Mohammad Siddikur Rahman Khan said the two institutions would jointly offer diploma, MSc, MPhil and PhD programmes in biotechnology under the agreement.
Key areas of collaboration include developing joint curricula and training programmes; conducting collaborative research in genomics, bioinformatics and molecular biology; sharing laboratory facilities and equipment; and creating internship opportunities for students. The institutions will also formulate specific policies to protect intellectual property rights (IPR) and maintain confidentiality.
At the ceremony, NIB Director General Professor Dr. Md. Sagir Ahmed signed the MoU on behalf of NIB, while T. M. Ahmed Hossain, acting registrar of BOU, signed on behalf of the university.
Additional Secretaries of the Ministry of Science and Technology Abul Khair Md. Akkas Ali and Dr. Syeda Nawshin Parnini attended the ceremony, along with Professor Dr. Abdul Majid Mondal, dean of BOU's School of Science and Technology, and senior officials from both institutions.
