BTRC Reassigns 17 Officials Across Departments

The Bangladesh Telecommunication Regulatory Commission (BTRC) has reassigned and transferred 17 officials and employees across different departments of the commission.

According to an office order dated September 28, 2026, the transfers will remain effective until further orders. The officials have also been instructed to join their newly assigned departments, branches or offices immediately.

The reshuffle covers the Systems and Services, Finance Accounts and Revenue, Administration, Engineering and Operations, Spectrum, and Legal and Licensing departments. Officials at the levels of director, deputy director, senior assistant director, assistant director and deputy assistant director are included.

Director-level changes

Aftab Md. Rashedu Wadud, director, has been moved from the Systems and Services Department to the Finance, Accounts and Revenue Department.

Sajeda Parvin, director, has been transferred from the Finance, Accounts and Revenue Department to the Systems and Services Department.

Zian Shah Kabir, director, has been moved from the Administration Department to the Engineering and Operations Department.

The BTRC's official officer directory identifies Aftab Md. Rashedu Wadud and Sajeda Parvin as directors, while Zian Shah Kabir is listed as a director in the Engineering function.

Deputy director-level changes

Touhidur Nahar has been transferred from Systems and Services to Finance, Accounts and Revenue.

Md. Zakir Hossain Khan and Md. Asif Wahid have moved from Finance, Accounts and Revenue to Spectrum.

Md. Ashfaque Ahmed has been transferred from Legal and Licensing to Spectrum.

Md. Aman Ullah has moved from Legal and Licensing to Administration.

The BTRC's official website identifies Zakir Hossain Khan, Asif Wahid, Ashfaque Ahmed and Aman Ullah as deputy directors. Touhidur Nahar is also listed by BTRC as a deputy director.

Senior and assistant-level changes

At the senior assistant director level, Priyanka Das and Md. Mashiur Rahman have been moved from Systems and Services to Administration.

Md. Jahangir Alam has been transferred from Legal and Licensing to Spectrum, while Yasmin Sultana has moved in the opposite direction—from Spectrum to Legal and Licensing.

Amina Parvin, senior assistant director according to the new order, has been transferred from Engineering and Operations to Administration. BTRC's publicly available officer directory had previously listed Amina Parvin as an assistant director in the Engineering function, indicating that the latest office order is the relevant document for her current designation in this reshuffle.

Masud Al Islam, assistant director, has been transferred from Administration to Systems and Services. BTRC's officer directory also lists him as an assistant director.

At deputy assistant director level, Md. Kamal Siddiqui has moved from Spectrum to Administration; Sheikh Tanbir Ahmad has moved from Engineering and Operations to Systems and Services; and Md. Rakib Hasan has been transferred from Systems and Services to Engineering and Operations.

BTRC's published officer information confirms Kamal Siddiqui and Sheikh Tanbir Ahmad as deputy assistant directors.

Regulatory and technology context

The reshuffle affects several departments directly connected to the commission's regulatory and technical functions. BTRC's official directory lists separate leadership structures for Systems and Services, Spectrum, Engineering and Operations, Legal and Licensing, Administration, and Finance, Accounts and Revenue.

BTRC's Citizen's Charter also assigns telecommunications-related regulatory and service functions to its different departments, including tariff-related work under Systems and Services.

The legal basis for such internal restructuring is also established under the Bangladesh Telecommunication Act, 2001. The law allows the commission to establish organizational units, determine their functions and appoint or transfer employees to appropriate posts. The law also assigns BTRC responsibility for regulating the establishment, operation and maintenance of telecommunications systems and the provision of telecommunications services.

The Bangladesh Telecommunication (Amendment) Act, 2026 further introduced provisions relating to technological development, institutional capacity, research and innovation, network evolution, and oversight of hardware and software used in telecommunications and related sectors.

The September 28 reshuffle therefore changes personnel allocation across several core regulatory and operational functions. However, the office order does not state a specific reason for the transfers or say that the changes were made because of increased workload, a restructuring initiative or a particular policy programme. Such explanations would therefore go beyond the information contained in the order.
