AMTOB raises concerns over reports on mobile operators’ alleged dues, cites regulatory complexities

The Association of Mobile Telecom Operators of Bangladesh (AMTOB) has expressed concern over reports published by some media outlets claiming that mobile network operators have significant outstanding dues to the government.

In a statement issued on June 25, AMTOB said such claims often do not fully reflect the complex legal and regulatory realities behind the disputed amounts.
According to the association, a major portion of the claimed dues relates to unresolved VAT-related issues. AMTOB said that although operators have been making payments to the Bangladesh Telecommunication Regulatory Commission (BTRC) for years, they have faced difficulties in obtaining required VAT invoices, preventing them from enjoying legally applicable VAT rebates and input tax credit facilities.

The association also said that imposing VAT on revenue-sharing payments creates concerns over double taxation, as VAT has already been paid on such revenues at different stages.

AMTOB further stated that differing interpretations of licensing conditions during audit processes have also increased the amount of disputed claims. The association said these matters involve complex questions related to tax law interpretation and regulatory implementation, requiring judicial review and final determination.

AMTOB said seeking legal remedies should not be considered an attempt to avoid responsibility. Instead, it is a recognized process to ensure legal clarity and resolve disputes under the law.

The association called for constructive dialogue, transparent procedures and lawful resolution of regulatory and tax-related disputes among all stakeholders.

AMTOB reiterated that mobile operators remain committed to fulfilling all lawful obligations and are willing to work with policymakers, regulators and tax authorities to resolve existing issues.

The association highlighted that the telecom sector has long been one of the largest contributors to government revenue and continues to invest billions of dollars in network infrastructure development, digital connectivity expansion and technological advancement.

AMTOB said a fair, balanced and predictable regulatory environment is essential for the long-term growth of the telecom sector and for maintaining Bangladesh’s position as an attractive destination for foreign investment.
