Integrating science, engineering, modern technology, and online operational systems, a major initiative has begun to enhance the infrastructure of Shahjalal International Airport. As part of this effort, a Japanese sub-working group has submitted a proposal to manage the operation and maintenance of the Third Terminal.

Masahiro Hirai, representing the sub-working group, handed over the document to Air Vice Marshal Md. Mostafa Mahmud Siddique, Chairman of the Civil Aviation Authority of Bangladesh (CAAB). It was stated in a press release issued by CAAB that the company submitted separate technical and financial proposals. The press release noted that the proposal will be evaluated through an established process by the RFV Evaluation Committee formed by the Ministry of Civil Aviation and Tourism.

Alongside CAAB, representatives from the Ministry of Finance, Ministry of Civil Aviation and Tourism, Prime Minister's Office, Public Private Partnership (PPP) Authority, and the Roads and Highways Department are included in the committee. The press release stated that technical aspects will be evaluated first, followed by financial proposals, and successful negotiations will eventually lead to a formal contract.

An official aware of the matter told the media on 25 August, Tuesday, that the technical evaluation commenced immediately. The financial evaluation is set to be finalized on Thursday. Relevant sources stated that if the proposal aligns with prior discussions, the final agreement could be reached by the first week of October.

It is worth noting that the terminal had a partial opening on 7 October 2023. Following operational assessments, plans were announced to open the terminal by December this year. Considering international aviation technology and online management standards, the government decided to award the responsibilities to the Japanese entity, leading to this proposal submission.
