According to official briefings on Thursday (October 8, 2026), the milestone “AI and Innovation Dialogue” was jointly hosted at the Ministry of Foreign Affairs auditorium in Segunbagicha, Dhaka, by the Foreign Ministry and the Governance Innovation Unit (GIU) of the Prime Minister's Office . The conference marks the third edition in the high-level dialogue series that originated from the thematic sessions of the Trade, Growth, and Economic Diplomacy Conference in June 2026, consolidating artificial intelligence as a core driver for public service delivery and international economic engagement .
The dialogue was attended by Adviser to the Prime Minister on Public Administration and Head of GIU Md Ismail Zabihullah as the chief guest, with Adviser to the Prime Minister on Posts, Telecommunications, Information Technology, and Science and Technology Rehan Asif Asad attending as special guest .
Delivering his address, Md Ismail Zabihullah emphasized that executing a comprehensive "Whole-of-Government Approach" is essential to harness digital intelligence effectively . He referenced the foundational contributions of former Prime Minister Khaleda Zia in enacting the nation’s first ICT policy and instructed relevant state organs to enforce seamless digital interoperability across all tiers of public administrative delivery .
Special Guest Rehan Asif Asad highlighted state-backed initiatives designed to expand citizens' access to advanced computing interfaces . He stated that pragmatic policy execution by the government will soon enable domestic production of advanced, low-cost feature phones . The Adviser briefed the assembly on the rapid deployment of high-speed, protected networks and announced that Bangladesh will deploy its proprietary Sovereign AI platform within the next 12 months, supported by secured domestic computing chips and specialized memory blocks .
State Minister for Foreign Affairs Shama Obaed Islam stated that under the "Bangladesh First" doctrine set by Prime Minister Tarique Rahman, artificial intelligence will anchor the economic growth required to build a trillion-dollar economy by 2034 . She reported that technology has been placed alongside traditional drivers like jute, sports, and culture to elevate technological self-sufficiency . Reflecting on her recent ministerial mission to Silicon Valley, she underscored engagements with NVIDIA, Apple, and Cisco on raw compute power, cybersecurity, and developer training, alongside a Letter of Intent with Plug and Play to assess local AI Centers of Excellence .
Drawing on her background as a software coder, Shama Obaed Islam stressed that technical innovation must dismantle systemic drudgery and eradicate technology-facilitated gender-based violence, an objective chronicled in the multi-agency project ‘Code Hope’ . She highlighted that artificial intelligence must augment human productivity rather than replace labor, citing scenarios where localized AI allows a Dhaka developer to multiply output fourfold or enables a Rupganj Jamdani weaver to market directly to Milan . She emphasized the imperative of training domestic systems on national data, asserting that machine models must communicate fluently in the mother tongue to empower local farmers and communities .

During the working session, technical papers were presented jointly by the International Trade, Investment and Technology (ITIT) Wing of the Foreign Ministry and the United Nations Development Programme (UNDP), proposing the roadmap for a dedicated AI Policy Lab in Dhaka .
