BTRC Ranks Second in Governance Evaluation
- BTRC ranked second among 30 selected public entities

The Bangladesh Telecommunication Regulatory Commission (BTRC) has secured second place in the Independent Performance Evaluation (IPE) conducted by the Monitoring Cell of the Ministry of Finance, recognising its performance in governance, institutional efficiency, financial management and public service delivery. BTRC scored 3.17 among 30 selected state-owned enterprises and autonomous bodies for fiscal year 2023-24.
The evaluation was conducted under the “Strengthening of State-owned Enterprises Governance” scheme of the Finance Division’s Monitoring Cell. The process was overseen by the Independent Performance Evaluation Committee (IPEC), comprising representatives of the Monitoring Cell and relevant experts.
The assessment covered key indicators including financial management, corporate governance, transparency and accountability, operational efficiency and implementation of public-interest policies.
On Sunday, October 4, 2026, Director General of the BTRC Md Mehedi-ul-Shahid formally received the recognition and a commemorative crest from Rahima Begum, Director General of the Monitoring Cell of the Ministry of Finance.
BTRC said it has continued to play a leading role in developing the telecommunications sector, strengthening governance, improving customer service and contributing to government revenue collection.
The commission has consistently exceeded its annual revenue targets set by the Finance Division’s Monitoring Cell. Its revenue target for FY2023-24 was Tk3,555 crore, while actual revenue collection reached Tk4,434 crore. The collection therefore exceeded the target by Tk879 crore.
From its establishment through June 2025, BTRC had a cumulative revenue collection target of Tk75,882 crore. Against that target, it collected Tk81,891 crore, exceeding the cumulative target by Tk6,009 crore.
BTRC has also continued a range of regulatory and technology-driven initiatives to strengthen governance and customer services. These include expanding digital services, spectrum management, developing guidelines and policies for digital infrastructure, managing voice and internet tariffs, and implementing the “One Country, One Rate” policy for broadband internet.
Other initiatives include public hearings, quality of service (QoS) assessments, mobile tower radiation measurements, one-stop services, drives against illegal telecommunications equipment and resolution of customer complaints.
The commission has also been working to maintain a transparent licensing and regulatory framework, monitor customer interests and service quality, strengthen customer rights and complaint management, and promote affordable and reasonable pricing.
BTRC has continued efforts to improve infrastructure and network efficiency, digital security and digital literacy. It is also using the Social Obligation Fund (SOF) to expand telecommunications services and infrastructure in remote areas.
At the international level, BTRC is working to strengthen institutional capacity and partnerships through engagement with organisations such as the International Telecommunication Union (ITU) and the Asia-Pacific Telecommunity (APT). These engagements support capacity building in line with global standards.
According to BTRC, the recognition reflects the combined impact of its initiatives in governance, technology-driven regulation, customer service, telecommunications infrastructure and revenue collection. The commission expects the achievement to further support its role in sector development, governance, customer service improvement and revenue generation.
