E-Passport Project Gets Assistant Director
Babul Miah Appointed BCIC New Chairman

To streamline public administration and strengthen national border technology management, Additional Secretary to the Planning Division Md. Babul Miah has been appointed as the Chairman of Bangladesh Chemical Industries Corporation (BCIC). According to a gazette notification issued by the Ministry of Public Administration on Wednesday night (September 30, 2026), his services have been placed on deputation under the Ministry of Industries. Designed with a sci-tech-first perspective, this institutional restructuring aligns with the government's digitized administration workflow.
Babul Miah currently serves as the General Secretary of the Bangladesh Administrative Service Association, the professional platform for administration cadre officers.
In the same reshuffle, Dr. Md. Mahmudur Rahman, Additional Secretary attached to the Ministry of Agriculture, has been posted to the Planning Division to serve as an Additional Secretary at the Planning Commission.
Under a separate executive order concerning national technology initiatives, Major Md. Tareq Hasan Masud has been appointed as the Assistant Project Director for the 'Introduction of Bangladesh e-Passport and Automated Border Control Management Project'. His services have been placed under the Ministry of Home Affairs.
Meanwhile, Major Md. Nayeem Morshed Rumman, who previously served as the Assistant Project Director for the e-Passport project, has been reassigned to the Armed Forces Division to rejoin the Bangladesh Army.
