Bhumidrishti App to Monitor Land Office Attendance

Bangladesh is set to launch the ‘Bhumidrishti’ mobile application to digitally monitor attendance, working hours and official activities at field-level land offices. Powered by geofencing and GPS-based location monitoring, the system will allow officials and employees to check in only when they are physically present within the designated geographic boundary of their workplace. A pilot programme is already covering 919 officials and employees across 610 offices in six districts.

The application will be formally launched at 11:00am on 17 September 2026, Thursday, from the meeting room of the Ministry of Land at Bangladesh Secretariat.

The inaugural event will be chaired by A S M Saleh Ahmed, Senior Secretary of the Ministry of Land. Land Minister Mizanur Rahman Minu, MP, will attend as the chief guest, while Land State Minister Barrister Mir Mohammad Helal Uddin, MP, will attend as the special guest.

The Ministry of Land expects Bhumidrishti to support a more citizen-friendly and corruption-free land administration through the extensive use of technology. By ensuring the official presence of field-level employees, the application is expected to improve operational efficiency and make public access to land services easier.

Geofencing-Based Attendance

Geofencing is the core technology behind Bhumidrishti. Officials and employees will be able to check in through the mobile application only when they are within the predefined virtual or geographic boundary of their respective land office. Attendance from outside the designated area will not be permitted.

Parallaxlogic Infotech (PLX) is providing technical support for the deployment of the application.

Live Dashboard Monitoring

Attendance information will be updated on the central dashboard immediately after a user checks in. Senior authorities will therefore be able to view the attendance status of individual land offices in real time.

The system will also generate automatic alerts if it detects an attempt to violate the designated geofencing boundary or use a fake location. This feature is designed to help identify irregularities in attendance records.

Site Visits and Leave Management

When officials or employees leave their workplace for government assignments, inspections or investigations, they will be able to record the reason through the ‘Site Visit’ feature.

The application will also support leave applications and leave record management, bringing attendance and related administrative information into a single digital system.

The pilot programme is currently running in Dhaka, Gazipur, Narayanganj, Bogura, Rajshahi and Chattogram. A total of 610 offices and 919 officials and employees are currently covered.

If the pilot is successful, the system will gradually be expanded to land offices at the divisional, district, upazila and union levels across the country.

From Proposal to Official Launch

The initiative follows a proposal presented by Land State Minister Barrister Mir Mohammad Helal Uddin at the ‘Land Service Fair’ held at the Tejgaon Land Building on 19 May 2026. He had proposed introducing the technology-based Bhumidrishti application to monitor the attendance of officials and employees.

The formal launch on 17 September marks the continuation of that initiative. By combining GPS, geofencing and a central dashboard, Bhumidrishti is designed to create a technology-driven framework for monitoring field-level land administration, improving accountability and supporting more efficient public services.
