Body-Worn Cameras to Join CCTV Surveillance in HSC Examinations to Ensure Transparency and Cyber Safety

To reduce administrative costs and time, Education Minister held a nationwide virtual coordination meeting with district administrations on the preparations for the upcoming Higher Secondary Certificate (HSC) and equivalent examinations.

The meeting was held on Wednesday (June 24) from the conference room of the Secretariat, where 516 officials from different districts joined virtually and shared their opinions and recommendations. The session was conducted by Education Secretary Abdul Khalek.

The meeting focused on ensuring smooth and timely completion of the examinations, with special emphasis on preventing cheating, misinformation, online propaganda and cyber threats. Officials discussed strengthening digital security measures, including close monitoring of platforms such as YouTube and Facebook during the examination period.

Representatives from district administrations, police administration, upazila administrations and education boards informed the meeting that coordinated cyber security teams have already been formed in different districts to prevent online misinformation and rumors ahead of the examinations.

They also said preparations are underway to install CCTV cameras at all examination centers, introduce special systems to detect unauthorized digital devices, use body-worn cameras, arrange alternative power supply systems and take legal action against those spreading false information.

Speaking at the meeting, Education Minister A N M Ehsanul Haque Milan said cyber misconduct has emerged as a major challenge after controlling traditional examination irregularities.
“After preventing cheating, cybercrime and misinformation have become major challenges. Attempts are often made to spread rumors on social media platforms during examinations to create confusion. Strict action will be taken against such activities,” he said.

The minister alleged that during the SSC examinations, some media outlets and online platforms spread claims of question leaks to increase views but failed to provide evidence. Such reports created confusion among the public, he added.

He said that once the Cyber Security Ordinance is passed in Parliament, stronger measures will be taken against those involved in spreading misinformation. “Anyone spreading rumors in the future will face immediate action,” he warned.

The minister also said that except for special cases, three education boards will conduct examinations with identical question papers this year.

In his concluding remarks, the Education Secretary instructed heads of local administrations to maintain close monitoring in remote areas of their respective districts to ensure fair and cheating-free examinations. He also emphasized a zero-tolerance approach for madrasa examination centers considered high-risk, as well as technical education board centers.

Secretary of the Directorate of Technical Education Md. Daud Mia and Director General of the Directorate of Secondary and Higher Education (DSE) Prof. Dr. Khan Moinuddin Al Mahmud Sohel participated in the meeting.
