Minister Urges Rapid Execution Of IUPHPSP

Strengthening urban epidemiological surveillance, automated hazardous clinical waste workflows, and climate-induced healthcare resilience, State Minister for Local Government, Rural Development, and Cooperatives Mir Shahe Alam urged the rapid operational execution of the ‘Improvement of Urban Public Health Preventive Services Project’ (IUPHPSP). The directive followed a high-level strategic review with a visiting delegation from the World Bank.
According to ministry sources, the review conference took place on Wednesday morning, October 7, 2026, at the ministry's conference hall in Dhaka. The operational roadmap was examined in technical detail between the World Bank delegation—headed by Christophe Lemiere—and administrative leadership alongside consultants from the Project Management Unit (PMU) and the Local Government Division.
The technical framework of IUPHPSP integrates multiple institutional interventions across major urban centers. Strategic modules encompass digital surveillance for vector-borne pathogen containment, outhouse biomedical and clinical waste logistics, monitoring extreme heatwaves, particulate air quality, and acoustic pollution indices, deploying behavioral change communication networks, and standardizing preventive infrastructure against non-communicable diseases.
The implementation envelope focuses across high-density administrative regions, including Dhaka North City Corporation, Dhaka South City Corporation, Chattogram City Corporation, and the peri-urban municipalities of Savar and Tarabo.
Expressing satisfaction with preliminary milestones, State Minister Mir Shahe Alam assured comprehensive institutional coordination to accelerate execution pipelines across beneficiary nodes. Underscoring systemic metropolitan biosafety, he additionally petitioned the World Bank mission to formulate two discrete, dedicated projects targeting clinical and medical waste treatment across Dhaka North and South city corporations.
The session was attended by Director General of the Planning, Monitoring, Evaluation, and Inspection Wing Shibbir Bichitra Barua, Local Government Division Joint Secretary Md. Robiul Islam, and senior technical officers from the bilateral project units.
