The National Board of Revenue (NBR) has issued a directive making online VAT return filing mandatory for 11 prominent business sectors, including mobile phones and banking services. The VAT wing of NBR released the official order on Sunday (September 20).

The 11 mandatory sectors specified under the order are: cigarettes, mobile phones, MS products, pharmaceuticals, beverages, cement, tiles, paints and varnishes, insurance, banking and non-banking financial institutions, and mobile banking service providers.

According to the NBR order, the directive is enforced under powers conferred by Section 64(5) of the Value Added Tax and Supplementary Duty Act, 2012, and Rule 118(A) of the Value Added Tax and Supplementary Duty Rules, 2016. Manufacturers of the specified goods and service providers in the listed sectors must submit their returns through NBR’s official eVAT portal. If a registered person or entity deals in other auxiliary goods or services alongside the specified sectors, the order remains equally applicable to them.

The directive adds that any previous orders issued by the revenue board regarding mandatory online returns stand repealed upon this issuance. NBR reserves the right to add or deduct sectors from this list at any point. The order comes into force immediately.
