BTRC Implements Broad Bureaucratic Shifts Ahead of New Government
Ahead of the new government taking office, the Bangladesh Telecommunication Regulatory Commission (BTRC) has carried out significant personnel reshuffles in human resource management. On 16 February, an office order signed by Mohammad Ashraful Alam reassigned the duties of 20 out of 40 officials across various departments.
The order transferred 10 deputy directors, reassigned four out of 21 senior assistant directors, and moved six officers from other positions to different divisions. The reshuffles were issued in the public interest to enhance administrative and operational efficiency and were instructed to be implemented immediately.
Among the transferred deputy directors, Md Raisul Islam moved from the Systems & Services Division to the Spectrum Division, Dr. Shamsuzzohah moved to the Spectrum Division, Mehfuz Bin Khaled shifted to Engineering & Operations, and Md Zakir Hossain Khan was assigned to the Finance, Accounts & Revenue Division. Deputy Director Md Abdus Shahid Chowdhury took over responsibilities for the Media Communication & Publication Wing.
Other notable transfers include Mohammad Ashraful Alam to Office Management & Procurement, Kazi Md Ahsanul Habib Mithun to Systems & Services, S M Afzal Reza to Spectrum, Md Asfaq Ahmed to Legal & Licensing, and Selina Parvin to Human Resource Development & Management.
However, Deputy Directors Aman Ullah and Mahbubur Rahman remained in the Legal & Licensing Division.
Among senior assistant directors, Mohammad Firoz Mia from the Enforcement & Inspection Directorate moved to Spectrum, while Hajjaj Hossain Helal shifted from Spectrum to Enforcement & Inspection. Senior Assistant Director Shanto Kumar Das joined Systems & Services, Md Tofikul Islam moved to Spectrum, and Administrative Officer Sojal Mondal was reassigned to Legal & Licensing.
Additionally, Mohammad Abdul Jabbar from Enforcement & Inspection was promoted to Deputy Assistant Director in Finance, Accounts & Revenue. Mubin Talukdar moved from Legal & Licensing to Administration, Mosammat Rashida Yasmin from Administration joined Enforcement & Inspection, Md Firoz Badshah moved from Commission Secretariat to Engineering & Operations, and Nibas Haldar from Engineering & Operations was assigned to Administration. Md Aminul Islam from Administration was deployed to the Commission Secretariat.
Certain officers retained their current roles: Senior Assistant Directors Didarul Islam, Kamrur Hasan Hiru, Nesar Ahmad, and Akrarul Haque remain in Engineering & Operations, while Md Jahangir Alam, Mahmuda Nasrin, Nadia Islam, Mohammad Ashrafulzzaman Zahed, and Rakibul Islam continue in Legal & Licensing. Spectrum Division officers Yasmin Sultana, Md Mintu Prang, Md Mehedi Hasan, and Sumaiya Rahman remain in place, as do Md Moshayel Ul Islam, Md Amanat Ali, and Md Tushar Bepari in Finance, Accounts & Revenue.
BTRC stated that the order was issued with proper authority approval and instructed all reassigned officials to report to their new postings immediately. Sources indicated that some transferred officers had recently received promotions.
