The government has made significant reshuffles in three key positions related to information technology and digital administration. The Ministry of Public Administration, by order of the President, issued three separate notifications on Tuesday: relieving the ICT Division Secretary of his duties, recalling the Director General of the Bangladesh Telecommunication Regulatory Commission (BTRC) to the armed forces, and appointing a new Chief Executive Officer for the Bangladesh Public Procurement Authority (BPPA).

One of these notifications, issued on July 28, announced the appointment of Abu Sayeed Md. Kamruzzaman as Chief Executive Officer (CEO) of the Bangladesh Public Procurement Authority (BPPA), promoted from Additional Secretary to Secretary. He has extensive experience in administration, digital security, e-governance, and public project implementation.

Previously, he successfully served as Additional Secretary in the Information and Communication Technology (ICT) Division. During his tenure at the ICT Division, he also held additional charge as Director General (DG) of the agency. On February 16, 2025, he joined as Chief Executive Officer of Dhaka North City Corporation. After serving in this role for approximately three and a half months, in late May 2025, he was appointed Director General (DG) of the Haor and Wetland Development Department under the Ministry of Water Resources. In January 2026, this BCS 18th batch officer assumed duties as Executive Director (ED) of Barind Multipurpose Development Authority (BMDA) in Rajshahi, with the rank of Additional Secretary, and held this position until his recent promotion.

According to analysts, these changes in strategic sectors like digital administration, telecommunication regulation, and public procurement management are seen as part of the government's efforts to further strengthen technology-driven good governance and administrative efficiency.
