Engineers’ Entitlements: IEB Issues Five-Point Appeal

Engineers’ Institution, Bangladesh (IEB) has presented a five-point demand to safeguard the professional rights and dignity of engineers in the country. The organization highlighted that engineers have long played a pivotal role in national development, infrastructure, industry, and technology. However, it expressed concern over a recent surge in conspiracies, irrational measures, and misleading activities targeting the engineering profession.
In a statement signed on Thursday, August 28, by Dr. Engineer Md. Sabbir Mostafa Khan, IEB’s Central General Secretary, the institution voiced deep concern over the injuries inflicted on engineering university students during their peaceful programs by law enforcement on August 27. The statement noted, “Such conduct against the nation’s future builders is absolutely unacceptable.”
The statement further demanded that all grades, including 10th grade of the National Pay Scale–2015, should remain open, with minimum educational qualifications determined per grade to ensure eligible candidates can participate. IEB also called for the abolition of the 33% promotion quota in the 9th-grade Assistant Engineer position.
The organization alleged that some ministries and departments are exceeding the quota for promotions and violating regulations by assigning “current duties” or “additional responsibilities,” effectively halting direct recruitment for the Assistant Engineer position. IEB urged that all vacant posts be filled promptly through direct recruitment examinations.
Additionally, IEB highlighted that despite a significant increase in development budgets, no new engineering posts have been created in various departments. The institution demanded the immediate creation of new positions and commencement of recruitment processes across all ministries and departments.
The organization reiterated its call for a government gazette notification allowing BSc in Engineering degree holders who are IEB members to use “Engineer/Prokousholi” before their names.
In conclusion, the statement asserted, “If engineers are granted their rightful rights and dignity, they will lead developmental initiatives with greater enthusiasm. Implementing these demands is now an inevitable requirement for building a sustainable Bangladesh.”
