Mamunur Rashid Bhuiyan promoted Acting to Full Secretary
The government has made significant changes to three key positions within the information technology and digital administration sectors. By order of the President, the Ministry of Public Administration issued three separate notifications on Tuesday, July 28, relieving the ICT Division Secretary of duty, returning the Director General of the Bangladesh Telecommunication Regulatory Commission (BTRC) to the armed forces, and appointing a new Chief Executive Officer for the Bangladesh Public Procurement Authority (BPPA).
Among these changes, Md. Mamunur Rashid Bhuiyan, Secretary of the ICT Division, has been relieved of his current responsibilities.
He assumed the role of Acting Secretary on May 25 of this year, succeeding the then-Secretary Kazi Anwar Hossain.
Previously, he served for over two years as Project Director (PD) for Aspire to Innovate (a2i), a major government initiative for digital transformation. Concurrently, he held the additional charge as Chief Executive Officer (CEO) of the Agency to Innovate.
His contributions to digital services, government innovation, smart governance, and the modernization of citizen services are particularly well-regarded within the administration.
According to analysts, these reshuffles in strategic sectors such as digital administration, telecommunication regulation, and government procurement management are seen as part of the government's efforts to further strengthen technology-driven good governance and administrative efficiency.
