Primary Placement Plan: Bachelor’s in Science Boost in Quota

The government has announced that 93 percent of appointments for assistant teachers in public primary schools will be made based on merit, while the remaining 7 percent will be filled through quotas. Within the merit-based 93 percent, a 20 percent quota is reserved for candidates with a bachelor’s degree in science subjects, while the remaining 80 percent will be allocated to graduates in other fields.

According to the new regulations, candidates who have obtained a third division in any examination up to the bachelor’s level, including SSC and HSC, will not be eligible to apply. The 7 percent government-determined quota will remain intact beyond the 93 percent merit-based appointments.

Abu Noor Md. Shamsuzzaman, Director General of the Directorate of Primary Education, stated, “On 28 July, the ‘Government Primary Teacher Recruitment Regulations, 2025’ were issued under the authority of the 2018 Public Employment Act by the Ministry of Primary and Mass Education.”

The new regulations specify that teacher recruitment will be conducted on an upazila and thana basis. For direct appointments, among the 93 percent merit-based candidates, 20 percent of posts will go to graduates in science subjects and 80 percent to graduates in other disciplines, based on merit ranking.

Of the 7 percent directly recruited quota, 5 percent is reserved for children of freedom fighters, martyred freedom fighters, and Birangonas; 1 percent for small ethnic communities; and 1 percent for persons with disabilities and the third gender.

On quota provisions, the regulation adds, “If the government decides on any alternative quota allocation in the future, the newly issued rules must be followed.”
