Chief Justice Calls for Renewed Readiness in AI Regulation

Chief Justice Dr. Syed Refaat Ahmed has called for renewed preparedness in addressing the ethical and legal challenges associated with the use of Artificial Intelligence (AI). He emphasized that a modern regulatory framework for AI is not only essential for the present generation but also crucial for ensuring the welfare of future generations.

According to the Chief Justice, “No single national legal framework is sufficient to tackle the complexities of AI or similar advanced technologies. Therefore, legal scholars and technology experts worldwide must come forward to develop a modern legal framework that integrates both civil and common law frameworks in an adaptive manner.”

Dr. Syed Refaat Ahmed made these remarks as the keynote speaker at the 2025 World Regulatory Forum, part of the Global Government Summit in Dubai, United Arab Emirates. The session, held on Thursday (February 13), was chaired by UAE Minister of State and Secretary General Maryam Al Hammadi and attended by global leaders, legal experts, and intellectuals.

In his speech, the Chief Justice highlighted the challenges and opportunities of AI, stressing the importance of a regulatory impact assessment (RIA) and international cooperation in establishing legal frameworks for governing AI usage worldwide.

Underscoring the need for an inclusive and adaptable legal structure aligned with rapidly evolving technologies, he stated, “While AI plays a crucial role in healthcare, education, the economy, and governance, its use also presents several ethical and legal challenges that require us to be prepared anew.”

He further emphasized the need to safeguard individual rights in AI governance, noting, “Since AI applications have the potential for global impact, a unified regulatory approach is necessary for its oversight.” He urged policymakers and leaders from different nations to work collaboratively toward this goal.

Additionally, the Chief Justice called for the development of regulatory impact assessments that remain adaptable to future technological advancements. “By effectively addressing the complexities of the digital age while harnessing the benefits of technological innovation, we can strengthen the judicial system of the future,” he said.

To achieve this, he advocated for enhanced collaboration among governments, legal professionals, and technologists worldwide.
