GPMS Governance: Data-Driven Monitoring to Boost Public Performance

To enhance efficiency, accountability, transparency, and the quality of public service in government operations, the Annual Performance Agreement (APA) was introduced in the 2014–15 fiscal year. Under this framework, ministries/divisions and their subordinate offices/agencies remain committed to achieving set targets in line with the government’s plans, strategies, and commitments.

However, as certain limitations were identified in the APA framework, the need arose for a more practical and results-based performance management system. In this context, the government has decided to introduce a new performance evaluation framework titled the “Governance Performance Monitoring System (GPMS).” This is a regular, structured, and information technology–driven monitoring system that connects institutional planning with implementation and emphasizes achieving target-based outcomes.

Commenting on the development, A S M Saleh Ahmed, Senior Secretary of the Ministry of Land, stated that compared to APA, the monitoring approach under GPMS is more scientific. In his words, evaluation in government institutions was previously based mainly on the allocated budget and expenditure, which is not a scientific method. Under the GPMS framework, it is now possible to plan what targets and objectives should be achieved over the next three years or five years, and to implement work in a year-wise structured manner.

He made these remarks as the chief guest at a workshop titled “Government Performance Monitoring System (GPMS)” held on Thursday, 23 April, at the conference room of the Ministry of Land.

He further noted that the future is always uncertain. However, by following past trends and planning accordingly, it is possible to come close to achieving targets, even if not fully. This concept has driven the development of the GPMS monitoring system. As a result, it has become easier to measure how much work each department is able to complete.

The Senior Secretary expressed his optimism that officials would be able to enhance their efficiency through this workshop.
