Centralized Compliance for Consumer Confidence: CLTP to Clean Up E-Commerce
To ensure customer confidence and transparency in Bangladesh’s rapidly growing e-commerce and digital payment ecosystem, the interim government is giving top priority to the implementation and operational effectiveness of the Central Logistics Tracking Platform (CLTP).
The platform will be operated through regular coordination of the Postal Department with the Ministry of Commerce, Ministry of Civil Aviation and Tourism, ICT Division, Bangladesh Bank, Mailing Operators and Courier Licensing Authority, and the Directorate of National Consumer Rights Protection.
Faiz Ahmad Taiyeb, Special Assistant to the Chief Adviser, believes that the platform will establish a new benchmark for transparency, security, and consumer trust in the digital commerce sector.
He expressed this hope during a policy-making meeting held on 18 November, Tuesday, at the Postal Directorate.
The meeting was chaired by Abdun Naser Khan, Secretary of the Posts and Telecommunications Division, and attended by representatives from the Ministry of Commerce, NBR, ICT Division, Ministry of Civil Aviation and Tourism, Bangladesh Bank, law enforcement agencies, courier services, e-Commerce Association of Bangladesh (e-CAB), various institutions, banks, payment gateway companies, and mobile financial service providers, along with officials of the Postal Department.
As the chief guest, Faiz Ahmad Taiyeb said that the CLTP platform has been developed under the supervision of the a2i programme of the ICT Division and that its initial management responsibility is being entrusted to the Postal Department. According to this decision, no payment may be released to any merchant against an e-commerce product until delivery confirmation is issued by the CLTP platform.
Previously, due to technological limitations, payment service providers had to verify delivery information manually by randomly calling customers. CLTP will eliminate this manual process by ensuring automatic and reliable security across all transactions.
He also added that the platform is being designed in such a way that escrow funds cannot be withdrawn collectively under any circumstance. Funds will only be released after successful delivery is confirmed at each customer’s address. For virtual products such as airline tickets, CLTP is preparing a clear process flow to ensure consumer protection as well.
Highlighting the importance of the platform’s successful and universal implementation, the meeting clarified that under the “National Logistics Policy 2025” issued by the Chief Adviser’s Office and the “Merchant Acquiring and Escrow Policy 2023” issued by Bangladesh Bank, it is mandatory for all individuals and institutions engaged in the buying and selling of products and services online—including e-commerce companies, courier services, payment gateways, and virtual service providers—to be incorporated into the Central Logistics Tracking Platform.
Since each step of the business process followed by the platform is directly connected with the functions of the Postal Department, the responsibility of managing the platform has been officially assigned to the Postal Department.
