Outsourcing Overhaul Offers Benefits for Service Workers

The government has issued the Outsourcing-Based Service Procurement Policy 2025 to regulate and enhance the benefits of service workers engaged under outsourcing contracts. The Ministry of Finance announced the issuance of the policy through a press release on Tuesday, April 15.

According to the statement, the interim government's Chief Adviser Professor Muhammad Yunus has introduced the policy as a New Year’s gift. The policy aims to motivate outsourced service workers by offering a range of new facilities and benefits.

The press note stated: "Monthly service fees have been increased for five service categories and three special services. In addition, two bonuses equivalent to 50 percent and 20 percent of one month’s service fee have been introduced as Baishakhi incentives."

Moreover, the policy includes provisions for 15 days of annual leave for each service worker, alongside basic skills training relevant to their roles. Each worker will also receive two new uniforms annually.

Female service workers will be entitled to 45 days of maternity leave. Furthermore, they will be eligible to enroll in the universal pension scheme managed by the National Pension Authority, thereby gaining access to pension benefits.

It was also specified that payments for outsourced services will be disbursed directly to workers through mobile financial services or banking channels in the service worker's own name.

"Importantly, the policy guarantees that monthly service payments to workers must be completed within the first week of the following month," the release added.
