Telecom Transition: Secretary Mushfiqur Retires, Zahurul Takes Charge

Md. Mushfiqur Rahman, Secretary of the Posts and Telecommunications Division, has retired from government service, with Md. Zahurul Islam, Additional Secretary of the Telecom Division, assuming additional responsibilities in his place.

On Wednesday, colleagues bade him farewell with floral tributes in a formal event held at the Secretariat, where Mushfiqur Rahman reminisced about his long career in public service. FaIz Ahmad Taiyeb, Special Assistant to the Chief Adviser and In-Charge of the Ministry of Posts, Telecommunications and Information Technology, was present at the ceremony.

Prior to his role as Secretary of the Posts and Telecommunications Division, Dr. Rahman served as Chief Executive Officer of the Public-Private Partnership Authority under the Prime Minister’s Office. He was appointed to his latest role on June 11, 2024. Born in Bogura, he previously held the position of Director General of the Islamic Foundation.

A graduate and postgraduate of Bangladesh Agricultural University in Mymensingh, Dr. Mushfiqur Rahman began his career on April 25, 1994, as part of the 13th batch of the Bangladesh Civil Service (Administration Cadre). Over a span of 27 years, he held various posts in both field administration and at the ministerial level.

Among those present at the farewell ceremony were BTRC Chairman Emdadul Bari; Teletalk Managing Director Nurul Mabud Chowdhury; Additional Secretary of the Posts and Telecommunications Division Md. Jane Alam; Joint Secretary of the Company Affairs Division Sheikh Saleh Ahmad; Joint Secretary of the Planning Division Md. Mahbub Hasan Shaheen; Joint Secretary of the Audit Division Md. Shah Alam; Senior Assistant Secretary Md. Ekramul Haque Chowdhury; and ICT Cell Programmer Md. Zakir Hossain.

Also attending were Dr. Imadur Rahman, CEO of Bangladesh Satellite Company Limited (BSCL); Md. Aslam Hossain, Managing Director of Bangladesh Submarine Cable Company Limited; Md. Mamunur Rashid, Managing Director of BTCL; and Md. Ziaul Karim, Director General of the Department of Telecommunications, along with other high-ranking officials from various departments of the ministry.

According to a retirement notification issued Wednesday by the Ministry of Public Administration, Dr. Mushfiqur Rahman will be on post-retirement leave until April 30 of next year.
