DNCC Dispute: Nur Accused of Creating Chaos Over Contractor Choice

The Dhaka North City Corporation (DNCC) has accused Nurul Haque Nur, President of the Gano Adhikar Parishad, of inciting disorder in front of the city corporation’s headquarters allegedly over not awarding a project to his preferred contractor.

The allegations were detailed in a press release issued on Wednesday, May 21, signed by DNCC’s Public Relations Officer Farzana Bobby. The city authorities officially shared the press statement via their internal WhatsApp group in the afternoon.

According to the statement, on May 18, Nur reportedly called Additional Chief Engineer Mohammad Arifur Rahman via WhatsApp and requested that a particular contractor, favored by Nur, be awarded a DNCC project. The engineer responded that it was not possible to allocate work outside the provisions of the Public Procurement Act and related regulations.

Despite the clarification, the press release claims that Nur continued to pressure the official and threatened to lock the gates of the DNCC headquarters if his request was denied. The next day, on Tuesday, May 20, at around 3 PM, Nur and a group of supporters staged a demonstration in front of the DNCC Nagar Bhaban in Gulshan-2 under the banner of “Gano Adhikar Parishad.” The protesters chanted slogans against the DNCC administrator, which allegedly disrupted the regular operations of the city corporation.

DNCC labeled the protest as “direct interference in the constitutional process and civic services” and called upon law enforcement to take necessary steps to maintain order.

In response, Nurul Haque Nur wrote in a Facebook post:
“Ejaz (the DNCC administrator) has turned the City Corporation into his personal business. No one gets any work unless it aligns with his preferences and commission. Still, we did not demand his resignation over this. We are calling for his resignation due to his support for banned group Hizb ut-Tahrir and alleged links to extremist activities. Instead of addressing these allegations, he is staging a drama through city officials.”
