The Anti-Corruption Commission (ACC) has begun an inventory of an eight-storey building in Jalsiri, Dhaka, owned by former Director General of the National Telecommunication Monitoring Centre (NTMC) and dismissed Major General Ziaul Ahsan, following a court order.

The operation started on Monday (July 20) under the leadership of ACC Deputy Director Md. Hafizul Islam.

ACC Deputy Director Md. Akhtarul Islam confirmed that the inventory is being conducted in accordance with the court's directive regarding Ziaul Ahsan's seized assets. Further details will be disclosed after the operation concludes.

The ACC is currently investigating and prosecuting Ziaul Ahsan on allegations of abuse of power, acquisition of assets beyond known sources of income, money laundering and illegal wealth accumulation.

According to the ACC, he acquired assets worth approximately Tk 222.78 million beyond his known income and conducted suspicious transactions amounting to nearly Tk 1.2 billion through various bank accounts. He also faces allegations of violating foreign exchange regulations.

The ACC further alleges that he transferred assets and funds abroad. Investigators claim that he obtained citizenship of Antigua and Barbuda in 2017 through an investment programme and allegedly transferred funds to bank accounts in Dubai, Malaysia and the United States.

Earlier, on January 27, 2025, the Dhaka Metropolitan Senior Special Judge's Court appointed the relevant Deputy Commissioners and the Public Works Department as receivers to manage Ziaul Ahsan's seized immovable properties.

The seized assets include three apartments, five houses and around 100 bighas of land.

The ACC launched its inquiry on December 18, 2024, and filed a case against Ziaul Ahsan and his wife, Nusrat Jahan, on January 23, 2025.

Separately, a crimes against humanity case against him is under trial at the International Crimes Tribunal (ICT-1). On January 14, 2026, the tribunal framed formal charges against him and ordered the trial to begin.

Ziaul Ahsan joined the Bangladesh Army in 1991 as a commissioned officer and later served in the Rapid Action Battalion (RAB), the National Security Intelligence (NSI), and the NTMC.

He was dismissed from military service on August 6, 2024, and arrested from Dhaka's Khilkhet area on August 15 of the same year. He is currently in jail.

The NTMC operates under the Public Security Division of the Ministry of Home Affairs and is responsible for telecommunications monitoring. In recent years, the agency has faced allegations relating to surveillance of citizens, collection of personal communications and other human rights concerns. Some of these allegations are currently under investigation or judicial review, and no final court verdict has yet been delivered.
