Retail Fertilizer Dealers Reinstated: ID Cards Mandatory

To maintain transparency in agricultural supply chains, the Ministry of Agriculture has overhauled the national fertilizer distribution framework. Under the newly implemented 'Integrated Policy for Fertilizer Dealer Appointment and Fertilizer Distribution-2026', the retail vendor system has been reinstated, making official identity cards strictly mandatory for all sub-dealers.

The previous policy formulated on 13 November 2025 had abolished the sub-dealer system, restricting sales exclusively to appointed primary dealers. Following revisions on 9 August and finalization on 27 August, the government introduced the updated 2026 framework. Agricultural Economist (Fertilizer Management & Monitoring) at the Ministry of Agriculture, Shahnaz Akter, confirmed that the 2026 policy is now in effect, voiding all earlier regulations.

Under the updated guidelines, each primary dealer area will feature three retail points, two of which will be run by independent retail vendors authorized with official ID cards issued by the District or Upazila Fertilizer and Seed Monitoring Committee. Applicants must be local residents and submit national ID verification, citizenship certificates, and a non-refundable BDT 1,000 fee. The institutional ID cards will remain valid for two years and require periodic renewal.

Authorized ID holders must maintain a dedicated warehouse with a minimum capacity of 5 metric tons, strictly separated from food, animal feed, or seed storage. Furthermore, restrictions prevent multiple members of the same household from holding dealership or retail IDs.

The Ministry expects this technology-backed ID card framework and digital oversight to eliminate market irregularities and ensure accountability across local distribution networks.
