Bangladesh Computer Society (BCS) has held an Extraordinary general meeting (EGM) for the third time after a decade. In order to resolve the quorum crisis in this meeting, the current Executive Committee has included two-thirds of the attendance in the constitution for updating the association rules.
This special meeting was held on October 29, Saturday afternoon at the BCS Innovation Center. BCS President Engineer Subrata Sarkar presided over the meeting while Md. Rashed Ali, Vice President; Secretary General Kamruzzaman Bhuiyan, Treasurer Mohammad Nazrul Islam Helali, Director Mohammad Zahirul Islam, Mohammad Monirul Islam, Mosharraf Hossain Sumon and the General members of the organization were present in the meeting.
The special general meeting started with recitation of Qur’an by Mohammad Nazrul Islam Helali, Treasurer of the organization. BCS General Secretary Kamruzzaman Bhuiyan proposed to amend the association rules. BCS President Eng. Subrata Sarkar welcomed the attendees and gave a speech stating the reasons for revising the association rules for the needs of the organization. Members of the BCS provided personal feedback on this amendment.
About 95 percent of the members present in the meeting raised their hands and expressed their support for the proposal to resolve the quorum crisis. At this stage, General Secretary Kamruzzaman Bhuiyan announced that the proposal to amend the association rules has been passed. And with this announcement, people concerned with the matter believe that the way to take several steps including the digital presence of the executive committee, taking votes in the EVM process and the digital process of taking votes from the center simultaneously across the country.
In response to a question from DigiBangla on the condition of anonymity, an official of BCS said that when BCS was transformed from an organization of 15 people to an organization of 27 thousand members, the engagement of the members of the organization also increased. So, they often cannot attend the meetings in person. As a result, the implementation of many important initiatives is being delayed due to the quorum crisis. Since the issue of digital presence is not in association rules. As a result, attendance has been reduced from three quarters to two thirds in this context.
It may be noted, the Bangladesh Computer Association held two more special general meetings after its establishment. The first special general meeting was held in 2003 when Sabur Khan was the president. In that meeting the association rules were amended. And in the second phase in 2013, the current Minister of Posts and Telecommunications, Mustafa Jabbar, held a special general meeting on increasing membership fees.
