In order to set up paperless offices, the University Grants Commission (UGC) urged all public universities in the country to take initiatives to implement D-documents (digital documents). UGC Member Professor Dr. Md. Sajjad Hossain called for this while speaking at a seminar held on Wednesday, January 31 at the UGC Auditorium.
The UGC Secretary Dr. Ferdous Zaman delivered his speech as a special guest. Director of Information Management, Communication and Training Department Dr. Md. Sultan Mahmud Bhuiyan Presided over the event.
Professor Sajjad Hossain said, ‘Universities of the country should take the lead in building a smart Bangladesh based on science, technology and research. Everyone should be active to advance the initiative of the government to establish paperless office. With the help of technology, office work should be done quickly, transparently, and effectively. To acquire the necessary skills to lead in education, research and innovation, public universities should be sincere in implementing D-documents.
While speaking at the seminar, UGC secretary Dr. Ferdous Zaman said, ‘from 2026, the budget allocation will be given based on the progress of implementation of the annual performance agreement in public universities. The D-Document is an important part of the Annual Performance Agreement (APA) and guides the Government on its implementation.’ Public universities that show reluctance to implement the APA agreement, fear that their budget allocation may also decrease.
Dr. Ferdous Zaman urged the public university authorities to implement the D-document program and increase the skills of the concerned officials by providing necessary training.
Deputy Director of Information Management, Communication and Training Department Md. Monir Ullah conducted the training session and the Registrars of 20 public universities and officers concerned with the implementation of D documents attended.
Currently, 20 public universities are implementing the D-documentation program. Files can be disposed of from anywhere using D-Documents. As a result, files do not get stuck anywhere, office work speeds up. As it ensures transparency and accountability in work, the scope of irregularities also reduces.
