Dhaka North City Corporation (DNCC) has launched online service ‘Pratyan’ to issue Nationality, Inheritance, Character and Income Certificates online. Citizen web portal has been released to enable the facility of councilor attestation in all wards at home. Citizens under North City Corporation can apply for the certificate online from this website.
However, to take this service, citizens have to pay a service fee of Tk. 15 per certificate and three parts of the service fee transaction fee through mobile or bank card. In this, if you register once and take a certificate, you do not need to register again if you want to take another certificate. He said that by verifying the citizen’s information from NID and birth registration server, the verification system is 100% helpful in preventing dishonest persons, border infiltrators and Rohingyas from issuing certificates.
According to sources, the ‘Online Councilor Certificate’ system developed by ‘Olivine Limited’ in collaboration with the Service Innovation Fund project of the ‘a2i’ program under the Information and Communication Technology Division started its journey from 2016. At present this system is running in two city corporations, 36 municipalities and 510 union councils. About 30 types of certificates including inheritance certificate, character certificate, landless certificate, annual income certificate, unemployment certificate, marriage and nationality certificate are being issued through this. So far about 1 lakh 60 thousand certificates have been issued from this digital platform. Apart from this, the ‘E-Namjari’ system launched by the Ministry of Lands has been interlinked with the ‘Pratyan’ system.
Tuhinul Islam, System Analyst of DNCC, said that a letter has been sent to the city corporations with the necessary instructions to launch the local government department certification system. Already the attestation system has been interconnected with MyGov (mygov.bd), e-Namjari, (mutation.land.gov.bd), NID and birth registration servers and all the data has been linked to the National Data Centre.
Dhaka North City Corporation authorities hope that by issuing only one inheritance certificate in the name of the same person in this process, it will be possible to prevent fraud in the distribution of inheritance assets. Related sources say that the certificate data will be preserved for life and later the correctness can be verified through online. Apart from this, there will be no financial cost to the City Corporation in introducing this system in all ward offices of the City Corporation.
However, when the matter was presented for approval in the 16th board meeting of Dhaka North City Corporation, the councilors came up with various challenges. Dewan Abdul Mannan, councilor of Ward No. 11, said that ‘there is less chance of online irregularities’ with the challenge in mind. He supported the new system and requested to ensure the provision of skilled manpower, high quality computers and high speed internet for the implementation of the system.
However, 32 Ward Councilor Syed Hasan Noor Islam wanted to know how the verification of Warishan certificate will be done online. 52 Ward Councilor Farid Ahmed wanted to know how to verify this matter online. Ward No. 4 councilor Md. Jamal Mustafa requested to form a committee for verification and launching the service all over the wards simultaneously.
After listening to these suggestions, the Mayor of North City, Atiqul Islam, emphasized the importance of implementing this system to provide seamless services to the people by determining what obstacles may arise in the implementation of the system of issuing Councilor Certificates online.
He said that 60,000 taka has already been allocated for the purchase of computers, scanners and printers in favor of the councilors in order to properly implement all the online activities of DNCC in the construction of Digital Bangladesh. Apart from this, detailed training has been given to Councilors and ward Secretaries before the introduction of certification.
The Mayor also said that the market price monitoring, monitoring and control committee has been given the responsibility to scrutinize the procedure and present the recommendation in the next meeting for the simultaneous implementation of the online Councilor Certificate certification system in all the wards of Dhaka North City Corporation.
