Since the government officials of the country related to ICT Sector are working separately in different departments, the ICT capability as a whole is not being developed in the country. During the creation of the ICT Department, the Ministry of Public Administration gave instructions to the Ministry of Finance in March 2012 and January 2013 to bring the manpower of existing ICT-related posts in various ministries/divisions, directorates/departments and subordinate offices under the single administrative control of the ICT Division, but it has not been implemented in more than a decade. Even though in January 2020, the government collected the data of 9th grade and above computer personnel working in various departments for creating ICT cadre, but for unknown reasons, the work of creating separate ICT cadre was not completed.
The leaders of Government ICT Officers Forum, an organization of government gazetted ICT officers, expressed their regrets in a courtesy meeting with newly joined Secretary of ICT Division Sheesh Haider Chowdhury on Wednesday in the afternoon. Forum President Md Tamiz Uddin Ahmed presided over the meeting and other officials including Joint Secretary Md Moniruzzaman, Treasurer Zikra Amin, Executive Members Azimul Islam, Shamsuddin Ahmed and ICT Directorate System Manager Masum Billah were present.
In the meeting, the leaders of the forum highlighted the problems as well as the potential of the ICT sector. The leaders of the forum told the secretary that after the fall of the previous government in the student uprising, the advisor of the interim government informed the secretariat about the ICT cadre issue on August 14. They told the secretary, the next day on August 15, the proposal to create ICT cadre was signed by the outgoing ICT secretary, but the proposal was not sent to the chief adviser with the adviser’s signature. In this regard, the leaders of the forum sought the intervention of the ICT Secretary.
In response, the secretary commented that the creation of ICT cadre is logical in evaluating their merit. At the same time, he expressed confidence in creating ICT cadre and working for the ICT manpower working in the government ICT sector, sources said in the meeting.
