A government task force has recommended urgent steps to establish at least one Center of Global Excellence for postgraduate education and research in STEM (Science, Technology, Engineering, and Mathematics), engineering, and ICT/AI (Information and Communication Technology/Artificial Intelligence) on the outskirts of Dhaka within the next five years.
According to the report, such a center will not only enhance the local academic environment but also aim to attract international scholars and researchers.
The task force highlighted that the proposed CSBCC & R would provide a structured platform for both traditional media and digital communication strategies. It would emphasize modernizing communication approaches and using evidence-based strategies to effectively engage communities.
The interim government formed the 12-member task force on September 10 last year to restructure development strategies, identify loopholes in financial management, and restore discipline in project implementation.
Education and Planning Advisor Professor Wahiduddin Mahmud handed over the report, titled “Reengineering the Economy and Mobilizing Resources for Equitable and Sustainable Development”, to Chief Advisor Professor Dr. Muhammad Yunus on Thursday.
The report noted, “Excessive regulations and bureaucratic red tape are hindering business growth and foreign investment. To address this widespread issue, the establishment of a Regulatory Reform Commission (RRC) is essential.”
The proposed RRC would be responsible for continuously monitoring, evaluating, and streamlining regulations affecting economic governance, including business operations, taxation, and trade. It would actively identify regulatory inefficiencies, such as excessive paperwork, unnecessary compliance requirements, and discretionary powers of authorities like the National Board of Revenue (NBR) and the Customs Department.
